Currently serving as professor and chair of the criminal justice department at California State University at San Bernardino, he has a wide range of police experience including with the Kentucky State Police and the Lexington, Kentucky Police Department. Gaines has also served as the Executive Director of the Kentucky Association of Chiefs of Police for 14 years and is a past president of the Academy of Criminal Justice Sciences. He is also a seasoned writer, authoring several books focusing on various aspects of policing and crime, including Policing in America, Police Supervision and Management in an Era of Community Policing, Community Policing, and American Youth Gangs at the Millennium. He received his education and training at the University of California at Berkeley and the University of Chicago and has held several faculty appointments including University of Washington, Clemson University, and the University of Miami School of Law, where he taught intellectual property law, entertainment law, and other subjects. Miller is also a veteran writer with work featured in the Insurance Counsel Journal, Defense Research, California Trial Lawyers Journal, Antitrust Bulletin, Wisconsin Law Review, and Connecticut Law Review. He has also authored or coauthored numerous textbooks, including Business Law: Text & Cases-Legal, Ethical, Global, and Corporate Environment, The Legal Environment: Text & Cases: Text & Cases-Ethical, Regulatory, Global, and Corporate Issues, Business Law Today, and The Legal Environment Today.
